WHO membership is not required.

In addition, or independent of, adding your name to the WHO mailing list, consider signing up for the WHOforHomeschooling email alert. The purpose of this email group is to inform the homeschool community when state agency or legislative action threatens to affect homeschooling rights. WHO membership is not required.
